Tom Sheehy has been making good public policy throughout his career. Early on, he co-developed The Index of Economic Freedom, an internationally-acclaimed annual survey of national economies, co-published by The Heritage Foundation and The Wall Street Journal, now in its 25th edition. These research findings have helped him and many others to promote open markets and global commerce as the best way to boost economic prosperity worldwide.
Tom then moved to the House Foreign Affairs Committee, where for over 20 years, under Chairman Ed Royce, he worked on most every foreign policy, national security, trade and development issue. Much of that work promoted the active, smart engagement of the U.S. in the world to promote peace, freedom, and prosperity. That’s a win for Americans. And it’s a win for people worldwide. Over these years, Tom helped countless individual Americans and U.S. businesses overcome difficult challenges abroad. Tom travelled extensively, overseeing State Department and U.S. Agency for International Development operations.
Throughout, Tom has consistently looked ahead, whether it be recognizing the importance of Africa when few noticed, bringing attention to intellectual property theft and predatory investment policies in China when businesses and governments turned a blind eye, or co-producing the Foreign Intrigue Blog before blogs were cool.
With Tom as its staff director for six years, the Foreign Affairs Committee compiled a winning record and earned an excellent reputation, working closely with members of Congress, U.S. government agencies, businesses, NGOs, think tanks, and foreign governments. The committee was widely-recognized as being exceptionally bipartisan and productive, turning over 80 bills into public laws, earning Ed Royce standing as the second most effective legislator in the U.S. House, according to a Center for Effective Lawmaking study. These successful bills included major sanctions, long overdue export control, and cutting-edge trade and development legislation. The committee expertly communicated its many successes, getting out the message that the U.S. needs to be constructively engaged worldwide. Besides advancing good policy, Tom loved managing a first-rate team of committee staff professionals, many of whom now fill key foreign policy positions throughout the U.S. government.
